Agenda: Welcome message from AMCHAM President Khin Maung Win  Opening Remarks by Ambassador Marciel Remarks by U Aung Naing Oo Short Discussion with Q+A   About the speakers and moderator U Aung Naing Oo (speaker) U Aung Naing Oo is Permanent Secretary of Ministry of Investment and Foreign Economic Relations. He was in military service from 1981 to 2000 before joining the Ministry of Commerce. He was then appointed Deputy Director-General of DICA in 2011 and was promoted to his current role a year later. He has also been serving as Secretary of the Myanmar Investment Commission since May 2014. He was the Co-chair of the OECD task force on updating the Policy Framework for Investment, which was endorsed by the G-20 Summit. As Myanmar’s Senior Economic Official to the Association of Southeast Asian Nations, he has extensive experience in international seminars on ASEAN investment and trade. He has been playing an instrumental role in enhancing Myanmar’s regulatory environment, making it more attractive for foreign investors by implementing the new Myanmar Investment Law and Myanmar Investment Rules. He spearheaded the drafting of the Special Economic Zone Law and the redrafting of the Myanmar Companies Law, which is expected to modernize company formation and management. U.S. Ambassador to Myanmar Scot Marciel (speaker) Ambassador Scot Marciel was confirmed as the U.S. Ambassador to the Republic of the Union of Burma on February 9, 2016 by the U.S. Senate.  Ambassador Marciel arrived in Burma on March 25, 2016. Ambassador Marciel previously served as the Department of State’s Principal Deputy Assistant Secretary for the Bureau of East Asian and Pacific Affairs from August 2013-February 2016.  Prior to his return to Washington, he served as Ambassador to the Republic of Indonesia.  He was also Deputy Assistant Secretary in the Bureau of East Asian and Pacific Affairs, where he was responsible for relations with Southeast Asia, and as Ambassador for ASEAN Affairs. Ambassador Marciel, a career member of the Senior Foreign Service, joined the Department in 1985.  His assignments include Director of the Office of Maritime Southeast Asia, Director of the Office of Mainland Southeast Asia, and Director of the Office of Southeastern Europe. Ambassador Marciel also has served in Vietnam, the Philippines, Hong Kong, Brazil and Turkey, as well as in the Bureau of Economic and Business Affairs’ Office of Monetary Affairs. Ambassador Marciel grew up in Fremont, California.  He is a graduate of the University of California at Davis and the Fletcher School of Law and Diplomacy.Ambassador Marciel and his wife, Mae, have two daughters. AMCHAM Myanmar President Khin Maung Win (moderator) Khin Maung Win is the Chairman and Managing Director of Myan Shwe Pyi Tractors Limited ("MSP CAT"), exclusive dealer for Caterpillar in Myanmar. Khin joined Singapore-based heavy equipment company Soon Douglas in 1991 and served in various positions in their Singapore and Indonesian operations. In 1995, he returned to Myanmar and started heavy equipment company Myanmar Soon Pacific together with a group of international investors. The company was one of the pioneers in working with and irrigation dams, oil and gas pipelines and highways. In 2005, Khin founded a new construction company Myan Shwe Pyi Limited (MSP) and expanded the business to become one of the largest aggregate suppliers for infrastructure projects in Myanmar. In 2011, MSP became exclusive dealer for Caterpillar in Myanmar. Caterpillar business now supports a wide range of industries such as electric power generation, transportation, oil and gas, mining, construction, and agriculture.
