1. Updates on the new Insolvency Law and Rules of 2020,
such as:
Introduction- Transition from the previous regime under the Yangon Insolvency Law, Myanmar Insolvency Act and Myanmar Companies Law to the present regime under the Insolvency Law of 2020; Corporate Insolvency regime – who can file for insolvency, rescue and rehabilitation of corporates, and rights of secured and unsecured creditors; Shift from a rescue and rehabilitation proceeding of a company to a winding up proceeding under the Insolvency Law and Rules; and Winding up Procedure – when does a winding up procedure start, brief procedure, and priority of claims.
2. Recent tax updates and tax measures relating to COVID-19.

About the speakers
William D. Greenlee, Jr.
William is based in Yangon, Myanmar and Singapore. His
practice focuses on M&A, corporate energy, mining and infrastructure,
project finance and securities. He has extensive experience with the Oil and
Gas industry in Myanmar. He is involved in negotiating, structuring,
documenting and managing large transactions, private equity and
opportunity-fund companies and other international companies throughout Asia.
He has advised on Myingyan, the first internationally tendered power project in
Myanmar. With a focus on Southeast Asia, William advises and maintains high
profile clients from a range of industries including energy, mining,
infrastructure, oil and gas, banking and finance,, telecommunications,
hospitality and tourism for over two decades. He holds a B.A. degree from the
University of Oregon in Asian Studies with a minor in East Asian Literature and
Juris Doctor from the University of San Francisco, California. As well as
running the DFDL Myanmar practice, William co-heads the firm’s regional China
desk, which acts as a hub for Chinese investment into Myanmar and ASEAN. He is
US-qualified attorney, licensed in California and Nevada.
Diberjohn Balinas
Diberjohn is based in Yangon, Myanmar. His handles on tax
advisory, tax compliance, tax due diligence, corporate restructuring, and other
related services to various multinational companies, particularly those in the
insurance, telecommunications, and manufacturing sectors. He holds a Bachelor
of Science Degree in Accountancy and is a Certified Public Accountant (CPA) and
a Master’s Degree in Business Administration, Major in Finance. He also
contributes to IBFD and Bloomberg Tax articles on matters relating to Myanmar
taxation
Nar Wah
Nar Wah is based in Yangon, Myanmar. Her practice focuses on
corporate, energy, mining, infrastructure, employment and labor. She is
involved in negotiating, structuring, documenting and managing large project
and high profile companies and transactions. She holds a Bachelor of Law from
Dagon University, a Diploma in Business Law from the University of Yangon and Advanced
Diploma in Accounting and Business from the Association of Chartered Certified
Accountants.
Rohan Bishayee
Rohan is based in Yangon, Myanmar. His practice focus on
banking & finance, M&A, corporate and commercial advisory, cross-border
investments, telecommunications, real estate, intellectual property and
competition. He is involved in corporate, banking and finance practice matters
along with experience on drafting contracts and agreements as well as assisting
with infrastructure and construction projects. He holds a Bachelor of Business
Administration and Law, with a specialization in Corporate Law from KIIT
University, Bhubaneswar (Odisha) India.
