DFC is the U.S. Government’s development finance institution. It mobilizes private capital to help address critical development challenges and in doing so, advances U.S. foreign policy and national security priorities. Because DFC works with the U.S. private sector, it helps U.S. businesses gain footholds in emerging markets, catalyzing revenues, jobs and growth opportunities both at home and abroad. DFC achieves its mission by providing investors with financing, political risk insurance, and support for private equity investment funds, when commercial funding cannot be obtained elsewhere. Established as an agency of the U.S. Government in 1971, DFC (formerly OPIC) operates on a self-sustaining basis at no net cost to American taxpayers. About the speakers Joshua Cartin Josh Cartin serves as Managing Director, Indo Pacific, and Senior Advisor to the CEO, at the U.S. International Development Finance Corporation (DFC). In this role, he is responsible for setting the DFC’s regional engagement strategy and leading cross-departmental efforts to grow the DFC’s investment portfolio in the developing economies of the Indo-Pacific. Concurrently, Josh advises the Chief Executive Officer on matters related to the DFC role in supporting the U.S. government’s national and economic security objectives in Asia. Prior to joining the DFC, Josh served as Deputy Senior Director for East Asian Affairs on the National Security Council staff. In his 2 1/2 years at the White House, Josh played a key role in conceiving and executing the U.S. Indo Pacific strategy, and working with U.S. departments and agencies to better posture the United States for global economic competition. Josh is a 17+ year veteran of the U.S. Foreign Service, and has served in critical positions in Washington and Asia. Josh holds a B.A. in Asian Studies from the University of California, Berkeley, and a Master’s in Strategic Studies from the U.S. Army War College. He is a native of Tucson, Arizona. He speaks Mandarin Chinese, Indonesian, and Spanish. Geoffrey Tan Geoffrey Tan is a Managing Director at U.S. International Development Finance Corporation (DFC). As DFC’s regional representative based in Bangkok, Thailand, he is responsible for Asia-Pacific business development. Mr. Tan has worked in emerging markets investment financing for over 20 years. Since joining Overseas Private Investment Corporation (OPIC) – now DFC - in 2003, he has worked primarily on power, renewable energy, water, toll roads and port projects, but has also diversified into future flow and financial institutions transactions. These projects have been across Latin America, the Middle East, Central and Eastern Europe, Africa and Asia. Prior to OPIC Mr. Tan worked for the Chase Manhattan Bank (now JPMorgan Chase) in New York, Singapore and Hong Kong focusing on project and structured finance, and for Emerging Markets Partnership in Singapore focusing on private equity infrastructure investments. Mr. Tan is a graduate of Cornell University and the University of Virginia, and also attended the Université Catholique de Louvain in Belgium.Maria Goravanchi Maria Goravanchi is a Director of Project Finance at the U.S. International Development Finance Corporation’s (DFC), formerly the Overseas Private Investment Corporation (OPIC), Office of Structured Finance and Insurance based in Washington, DC. Ms. Goravanchi is focused on providing both financing and insurance solutions for long-term investments that strengthen DFC contributions to international development in sectors such as power, infrastructure and inclusive financial services. Ms. Goravanchi brings 15 years of private and public sector finance experience in underwriting, structuring and negotiating investments in emerging and frontier-market nations. Prior to OPIC, she worked as a strategy consultant and project manager on cross-border transactions with IBM Business Consulting Services and Abt Associates. Ms. Goravanchi earned an M.G.A. with a concentration in Public Finance from the University of Pennsylvania and a B.S. from Georgetown University’s School of Foreign Service.
